In the early '80s the band would some times start Truckin' with a whistle (http://www.archive.org/details/gd1981-08-28.fob.ellner.motb.91231.sbeok.flac16).

Who blew the whistle?

reviewr-I submit the following video clip:
The Whistle is very low in the mix at the start of Truckin but it is clearly Weir wearing he whistle around his neck.

Englishtown 77- It was BOB WEIR.
If you can get your hands on the WNEW-FM broadcast you can hear Weir count it off and the band just nails the Truckin.
